What is new in v1.1

v1.0 organises criteria into eight published pillars. v1.1 does two things:

Adds BLD-1xx / CQV-1xx / TST-1xx / TIR-1xx / SEC-1xx / DLM-1xx / DOC-1xx / OBS-1xx deltas to the eight published pillars so portfolio-scope subjects have a machine-checkable contract.
Drafts six more pillars so the catalog can cover cost, agent governance, composition, data, design, and resilience without stuffing those concerns into the existing eight. All six have 1xx criteria on this version line.
